In pursuit of a comprehensive implementation of the directives set forth in documents  such as "Several Measures to Support the Establishment of a Global Asia Pacific Arbitration Center to Enhance Urban Soft Power" issued by Shanghai Municipal Party Committee Office and the Shanghai Municipal Government Office, and the "Action Plan to Elevate the Competency of Shanghai's Shipping Services Industry in Support of the Development of an International Shipping Hub " issued by Shanghai Municipal Government Office, the Shanghai Municipal Bureau of Justice launched the establishment of the Shanghai International Maritime Arbitration Expert Panel (the second batch) and the selection of experts in April 2023. On 23 August 2023, Shanghai Municipal Bureau of Justice issued Notice No. 4 (2023) announcing that our Captain Tony Huang and 24 other distinguished industry professionals are selected as members of the Shanghai International Arbitration Expert Panel (the second batch).

The establishment of the Shanghai International Maritime Arbitration Expert Panel is aimed at strengthening the development of a talented force within Shanghai International maritime arbitration domain. This initiative seeks to harness the full potential of professionals, driving the enhancement of both the competence and calibre of maritime arbitration services. It further contributes to Shanghai's accelerated efforts in the creation of a globally-oriented Asia Pacific Arbitration Center and better positioning itself to serve the aspirations of the development of the Shanghai International Shipping Hub.


Our Capt. Tony Huang states that: “I feel very honored to be selected as a member of the Shanghai International Maritime Arbitration Expert Panel (the second batch). I will give full play to my accumulated experience and professional skills in domains like vessel collision, salvage, cargo transportation, ship repair, marine insurance and average adjustment, and contribute to bolstering the credibility, competitiveness and influence of international maritime arbitration.” Capt. Tony Huang has served for 12 years in ocean-going vessels, 2 years in vessel and crew management and since then has dedicated in maritime survey and consultancy from May 2005. He is the first Chinese SCR (Special Casualty Representative) recognized by SCOPIC Committee. He is the International Cooperation Consultant, Director and a member of Expert Committee of CDSA. Since 2009, he has participated in handling more than 50 major casualties and submitted more than 40 expert reports before London Arbitration, ICC Arbitration, Hong Kong High Court, Chinese maritime courts and China Maritime Arbitration Commission (CMAC).
